Booking The Hall

If you wish to book the Village Hall for any event or series of events then please use the calendar page to check the date you require.

The prices for hiring the hall are :-

Block Bookings: £10 per hour

Private hire – village residents: £15 per hour

Private hire – non-residents: £20 per hour

Our hall can hold up to 80 people and you can hold most events in it. We have a small kitchen with cooker, microwave, kettle and a supply of basic crockery. A projector and sound system are available and can be booked separately if required.

Star Village Hall can accommodate 80 people seated. The capacity limits are set purely in relation to Fire Safety and what our Health and Safety Advisors assess as being the maximum number of people who can safely get out of the building in the event of an emergency.

It is important that you provide all the details of your event when booking, as some factors will reduce this maximum capacity.

Bouncy castles are welcome in Star Village Hall. However, including a bouncy castle is considered a ‘high risk activity’ and we have a mandatory procedure to follow. You will receive all the information at the time of booking, and you need to have everything in place before the booking can be confirmed.

It is your responsibility to make sure your bouncy castle provider is aware of the procedures and that you get the relevant documents from them as soon as possible.

Bouncy castles need to be supervised at all times throughout the duration of your event. 

Some party companies will try to convince you that their advice/procedure supersedes Fife Council’s. This is not the case.  If you have any difficulty receiving confirmation, it is recommended that you look for another company, as your booking cannot be confirmed without the relevant documentation and supervision in place.

Yes, but the land is owned and controlled by Fife Council rather than the Star Village Social Committee and you will have to apply directly to the Council to use the land.

Fife Council have rules regarding how the park can be used.  A summary of those rules can be found on signs within the park, more detail can also be found on the Fife Council website.

Fife Council does not allow users to erect any structure (fixed to the ground, freestanding or moveable) without prior agreement with them. Please consult Fife Council if you have any questions.

You must also advise the Star Village Social Committee of your plans, as they are required to consider the overall impact of your proposal and how it may affect local residents.

  1. When you make an enquiry, we will check availability and provisionally add your booking to the Hall diary.
  2. It will then be your responsibility to complete and sign a booking form within the next seven days.
  3. The Star Village Social Committee will confirm your booking in the diary.
  4. You will be given a copy of the completed booking form along with the Booking Terms and Conditions.
  1. You must confirm your provisional booking within one month of your initial request otherwise it will be cancelled.
  2. When confirming your booking, if relevant, you should provide evidence of any license for serving alcohol and council agreement for use of the park.
  3. Your booking will also be cancelled if you do not re-confirm your booking at least one month before your event.
  4. You must contact Star Village Social Committee’s Booking Officer at least three days before your event to discuss setting-up arrangements.

Bookings made at shorter notice periods may not go through all those steps.

Whilst the Star Village Social Committee will endeavour to contact customers to confirm bookings, it is not liable for any loss of revenue if a customer cannot be contacted or does not confirm their booking.

The hall is hired using an hourly rate as shown below:

Late night bookingsStar Village Social Committee may apply an additional cost for late night bookings which may cause disturbance for neighbours of the Hall. We will discuss this with any booking enquirers.

Charges are agreed and applied to the booking form at the time of booking.

As part of your booking, you are allotted 15 minutes before and after the timing of you booking to set up and dismantle for your activity. This time is not charged for. You cannot use this time to extend your activity. The activity must stop at the agreed time.

If you go over the agreed time of booking, a penalty charge may be applied.

All equipment and clearing up needs to be done on the night of the function/event. In the event that the Hall is left in an unsatisfactory condition, a penalty charge will be applied and may affect your future ability to book the Hall.

*Please note, a refundable deposit may be required for late night functions particularly if alcohol is likely to be consumed.

Star Village Social Committee operate an invoice system. All invoices are required to be settled within 30 days.

Details of how to make your payment will be included on the invoice.

Any penalty charges incurred as a result of failing to abide by the booking conditions will be added to your final invoice.

If a deposit is required for your booking, that will be discussed at the time of booking and must be paid three weeks before the event.

Please notify the Star Village Social Committee if you need to make any changes/amendments to your booking BEFORE the event and with as much notice as possible. This will enable the committee to authorise the change if possible.

If the booking is within normal business hours, there may be an opportunity to extend the booking. This would be charged at the normal rate. This would be agreed at the discretion of the Committee.

If the booking is a late-night function or weekend event, you may not be able to extend the booking.

You may book the Hall for up to one hour from the end of the booking to completely clear the Hall of all equipment and return the Hall back to a reasonable condition of cleanliness.

If the hall unexpectedly cannot be used for your booking the Star Village Social Committee/Booking Officer will contact customers as soon as possible. Customers should therefore provide accurate and up to date contact details on the booking form.

It is extremely rare for double bookings to happen. This normally happens as a result of making a provisional booking and not confirming the booking. In this instance, the priority would go to the earliest confirmed booking.

Yes. The village hall has public entertainment licenses in place.

The hall has some audio / visual equipment that can be used by Hall hirers, with prior agreement with Star Village Social Committee. If you would like to access this equipment, please flag this at the time of submitting a booking request. 

All music is to be kept to a reasonable level to ensure there is no disruption or nuisance to neighbouring buildings or residential premises. Where an event extends beyond 10pm, the Hall curtains, windows and all external doors must be closed for the remainder of the event.

At the end of the event, hirers are required to make sure that noise is kept to a minimum as guests leave.

Alcohol can only be consumed in Star Village Hall where any money changes hands to attend your event when the appropriate license has been applied for and obtained. Obtaining a license can take around six weeks. As part of the hall booking process, you should:

  1. Communicate if you are likely to have a bar.
  2. At the point of confirming your booking, provide evidence that you have obtained the appropriate license. Failure to provide that evidence will result in the cancellation of your hall booking.

The consumption of alcohol outside the hall is strictly prohibited.

If you are planning on running your own bar, please mention this at the time of booking, at which point, you will receive guidance as to how to contact a Fife Council “cluster supervisor” who will guide you as to what you need to do.

Hall users can opt to use a local licensed bar who are experienced in providing a bar within a Community Centre/Hall. Again, please mention this at the point of booking.

If you have organised a bar, it will need to close half an hour before the end of the event .

On occasions, it may be permitted for regular users to ‘BYOB’. Bringing Your Own Bottle is set up to enable small groups to bring along a small amount of alcohol in order to have a toast or small celebratory drink.  A separate BYOB risk assessment needs to be completed.  A sample can be provided on request.

Please note, you as the organiser of an event:

  1. Must be present throughout the duration of the event.
  2. Must ensure sufficient stewarding to ensure no alcohol is consumed by anyone under the age of 18 and to ensure no excessive amount of alcohol is being consumed by any guest.
  3. Cannot set up a “free bar” and supply alcohol to attendees of your event. Doing so would be illegal.
  4. Are responsible for the behaviour of attendees of your event in and around the village hall.
  5. Should evict anyone displaying sign anti-social behaviour, vandalising the premises, or displaying aggressive behaviour towards other attendees.

The carpark area is intended for parking and the drop off / pick up of hall users only.

If you or your caterers wish to use the park for a marquee, catering van or similar then you / they must apply to the council to use the park.  As part of your booking of the Star Village Hall, you should:

  1. Communicate if you are likely to use the park in this way.
  2. At the point of confirming your booking, provide evidence that the council has authorised the use of the park for that purpose. Failure to provide that authorisation will result in the cancellation of your hall booking.

Yes.  There are waste and recycling bins directly outside Star Village Hall. The capacity of our bins is enough to deal with regular use.

If you are organising a large event or any event involving a large amount of waste, you are responsible for removal and disposing of it at your local recycling centre.

If rubbish is left in the hall, requiring extra cleaning after your event, you may be charged for the extra cleaning costs.

If you have set up a regular booking and we have the space available, we can make an arrangement for storage. This does not involve any extra cost. However, the equipment will not be covered by our insurance. You will be leaving the equipment stored on our premises at your own risk. You will be required to arrange your own insurance for your activity and/or equipment.

Committee Volunteers will do their upmost to make sure any stored equipment is kept safe and secure.

You do not need a PVG to hold a family birthday party.

The Protecting Vulnerable Groups (PVG) membership scheme is managed and delivered by Disclosure Scotland. It helps makes sure people whose behaviour makes them unsuitable to work with children and/or protected adults, can’t do ‘regulated work’ with these vulnerable groups, including children.

If you are hiring the Hall to run a Children’s Club, it will be your responsibility to contact Disclosure Scotland for more information and to check if you or any staff or volunteers need to apply.

It is each parent’s/carer’s responsibility to decide on the suitability of such groups or organisation when considering whether a child, or other cared for person, should take part in the activities they run.

Concerns of any type about any group running activities in a council facility should be raised with the group organisers.’

However, Fife Council will always respond to any concerns raised. Community Resources staff are trained in dealing with Child Protection related issues. 

As with the question on PVG, Star Village Social Committee does not regulate the fitness instructors. You should, however, have adequate insurance for the conduct of your class and a valid first aid qualification.
